Government of Malaysia Acceptance and Commissioning of TracAPM and its components SafeTravelPass and MyABC19 as part of the official government system [14 July 2021]

“TracAPM” digitalisation system is today officially accepted and commissioned by the government of Malaysia for civil defence digitalisation. Current services include travellers quarantine management in all International borders (Pintu Masuk Antarabangsa “PMA”), quarantine station management, and quarantine transport management. 

TracAPM official “Covid-19 quarantine entry-registration Travel Pass” component or better known as SafeTravelPass provides Covid-19 quarantine entry-registration and quarantine station payment for all travellers coming into Malaysia. 

MyABC19 is another component of TracAPM, official “APM Covid-19 Vaccination Registration, Verification and Officer Reporting Application” registers Malaysian nationwide especially in remote area to participate in National COVID-19 Immunisation Programme.

The TracAPM system is developed for the government of Malaysia, licensed and maintained by Tri-G Technologies Sdn Bhd, the sister company of Nexgram Biomedic Sdn Bhd, both subsidiaries of Nexgram Holdings Berhad (“company”).

TracAPM was launched by the Prime Minister Tan Sri Dato’ Haji Muhyiddin bin Haji Muhammad Yassin on 24 March 2021 under trial run, accepted and fully used by government of Malaysia on 21 June 2021. The system is officially in full-run on 1 July 2021 and handed over to the government on 14 July 2021.

TracAPM digital system

Malaysia government system TracAPM aim to empower the preparedness of Malaysia Civil Defence Force (Angkatan Pertahanan Awam Malaysia “APM”) to carry out duties to ensure the safety and well-being of the country through digitalisation and operationalise APM by implementing integrated and holistic system in support of the core function of APM. Some of the digitalised components of TracAPM includes International borders quarantine process management (QPMS) such as Kuala Lumpur International Airport (“KLIA”), national quarantine-station management, Covid-19  Extermination Agent (Agen Basmi Covid-19 “ABC-19”) application, Hotspot Identification For Dynamic Engagement (HIDE), and the handling of the unfortunates (corpses) in the pandemic.

SafeTravelPass (STP)

Powered by TracAPM, SafeTravelPass (STP QR Code) is officially recognised by the government upon arrival in Malaysia. International digital travel passes registered with OnepassWorld is coherent with SafeTravelPass, inter-exchangeable worldwide.

Travellers can now conveniently access to SafeTravelPass (https://safetravelpass.com.my) for Covid-19 Entry-registration, directly book and pay for Covid-19 quarantine hotels and services online at official rates, and skip multiple forms entries, duplicate processes, and miss match of hotel room frustrations upon arrival in KLIA.

Qualified hotels nationwide can apply and register quarantine stations at TracAPM QS Partner Program (https://tracapm.com). Approved hotels will be part of the government quarantine process management system (QPMS) to accept travellers direct booking and payment starting 1st August 2021. 

Booking agents and travel agencies can apply and resell quarantine stations with live access to room availability conveniently under TracAPM QS Agent Program.

MyABC19 Application

MyABC19 is the official application for APM officers’ daily duty and mission tracking. The App is use for national Covid-19 vaccination candidate registration, hotspot inspection, operational and incident reports, as well as tracking and tracing of civil defence programs throughout the country.

29 April 2021, Kuala Lumpur, Malaysia : Travellers from 40 countries with “Variant of Concern (VOC) SARS-CoV-2” are required to under go 14 days quarantine, and can pre-register for TracAPM QR Code to experience safe and fast travel check-in and make payment for quarantine fees online at SafeTravelPass (STP), before coming into Malaysia. 

SafeTravelPass or “STP” is approved by government of Malaysia to facilitate inbound and outbound travellers entry registration, payment, health test and vaccine verification, verifiable by Malaysia government system TracAPM, operated by Malaysia Civil Defence Force (Angkatan Pertahanan Awam Malaysia, “APM”).

Variant of Concern (VOC) SARS-CoV-2 @ 28 April 2021

Ministry of Health (MOH, or Kementerian Kesihatan Malaysia “KKM”) latest VOC watch list

VOC travellers are required to under go 14 days quarantine, while non-VOC travellers are required to under go 10 days quarantine, or 7 days quarantine if PCR test report taken within 72 hours is provided and verified by Minister of Health officer upon arrival. 

Quarantine “Basic” or Standard Package is randomly allocated by government upon arrival, including transport to Quarantine Station (QS), QS Room, and 3 meals a day.

  • Travelers arriving from locations reporting the spread of Variants of Concern: On April 25, the Malaysian Ministry of Health announced a new Standard Operating Procedure (SOP) for travelers arriving from countries reporting the spread of COVID-19 Variants of Concern (VOCs). As of April 29, 2021, the SOP applies to travelers arriving from 40 countries, including China, India, Bangladesh, America, and United Kingdom.  Under the SOP, travelers arriving to Malaysia from countries reporting the spread of a COVID-19 VOC must be tested for COVID-19 (RT-PCR test) within three days of departure, quarantine at the assigned quarantine location for 14 days (rather than 10 days), and undergo a second COVID sample screening on the 10th day of quarantine. Pre-register your TracAPM QR Code and make quarantine payment at SafeTravelPass https://safetravelpass.com.my before coming to Malaysia.
  • Travelers arriving from India: As of April 28, Malaysia barred flights to and from India. Travelers who embark from India will be prohibited from entering Malaysia, including travelers who transit a third country prior to traveling to Malaysia.  According to the Ministry of Health announcement, exceptions to this entry ban will be made for Malaysian citizens and spouses of Malaysian citizens, both of whom will be required to quarantine at the assigned quarantine location for 14 days.
  • International Students: International students are permitted to enter Malaysia subject to compliance with Malaysia’s Standard Operating Procedures. Pre-register your TracAPM QR Code and make quarantine payment at SafeTravelPass https://safetravelpass.com.my before coming to Malaysia.
  • Expatriate Teachers: Per guidance received from Malaysian Immigration, expatriate teachers and their dependents may now be approved to depart Malaysia for the summer school holiday and return to Malaysia thereafter. Interested expatriate teachers should apply for advance Immigration authorization via My Entry.  If approved, the Malaysian Immigration approval letter will be valid for 90 days, and both exit and return to Malaysia must take place within this 90 day window of validity.  Those wishing to remain outside Malaysia longer than 90 days should initially apply only for exit approval, and then apply separately for entry approval once they are ready to return to Malaysia.  Please contact the Expatriate Services Division of the Immigration Department of Malaysia directly with further questions at +603 8880 1449 or [email protected].   • Transit: Foreign nationals may transit through the international terminals of Malaysian airports as long as they are not required to pass through immigration while in transit. Note that this could change with little notice, so please confirm before commencing travel.  KLIA and KLIA2 are different terminals, and as such, travelers cannot transfer between these terminals without passing through immigration.
  • Departure: Foreign nationals are permitted to depart the country; however, flight options are reduced, and re-entry may not be permitted (see entry requirements above). Malaysian citizens with a foreign residence permit, are allowed to depart, but may not be able to return without prior approval.  All travelers should be prepared for additional travel restrictions to be put into effect with little or no advance notice.  Travelers should closely monitor the situation in Malaysia and other transit countries before travel.
  • Sabah and Sarawak: Additional travel restrictions apply for travel to the East Malaysian states of Sabah and Sarawak, which have local autonomy over immigration at domestic and international ports of entry. For additional information about traveling to Sabah or Sarawak, see the information in “Movement Restrictions” below and contact the local immigration authorities directly.

Students coming into Malaysia (General Guideline)

Students are required to undergo the RT-PCR Covid-19 Test three (3) days before travelling to Malaysia. The RT-PCR Covid-19 test result must be translated in ENGLISH so that the respective authorities in Malaysia can inspect it.

Students to register SafeTravelPass (STP) and complete the online payment for the quarantine and the Covid-19 Screening Test through STP web site (www.safetravelpass.com.my). Upon registration and completion of payment, students will be provided with the TracAPM QR code that is used by Government of Malaysia for entry verification.

Students are required to download the MySejahtera app from the iOS App Store, Google Play Store or Huawei AppGallery to complete all the required information three (3) days prior to the arrival date.

APM Kelantan bantu 25,749 penduduk daftar vaksin [22 April 2021] KOSMO

Anggota APM membantu penduduk kampung mendaftar Program Imunisasi Covid-19 Kebangsaan (PICK) sejak 20 Mac lalu.

22 April 2021, 1:55 pm KOTA BHARU – Angkatan Pertahanan Awam Malaysia (APM) Kelantan sudah membantu seramai 25,749 orang penduduk di luar bandar di negeri ini untuk mendaftar Program Imunisasi Covid-19 Kebangsaan (PICK) sebulan lalu.

Pengarah APM Kelantan, Zainuddin Hussin berkata, kebanyakan golongan yang dibantu melalui projek Agen Basmi Covid-19 (ABC-19) itu terdiri daripada golongan warga emas, orang kelainan upaya dan penduduk yang tidak mempunyai telefon pintar.

Menurutnya, daripada jumlah keseluruhan, seramai 14,364 orang dibantu di Pasir Mas, Gua Musang (5,181), Machang (2,147), Bachok (2,121), Kuala Krai (1,286) dan Jeli (650).

“Usaha ini akan terus dilakukan kerana kita baru sahaja mendapat arahan daripada ibu pejabat APM untuk membantu lebih ramai individu mendaftar vaksin.

“Setakat ini, seramai 200 pegawai dan anggota APM di negeri ini telah pergi ke kawasan kampung bagi membantu penduduk mendaftar dan memberi penerangan mengenai PICK,” katanya ketika dihubungi Kosmo! di sini hari ini.

Menurut Zainuddin, sepanjang menjalankan projek ABC-19, penduduk akan mendaftar untuk menerima vaksin menerusi aplikasi MySejahtera atau secara manual.-K! ONLINE

Warga emas hilang seminggu ditemui dalam semak [21 April 2021] Sinar Harian

KUALA NERUS – Wanita warga emas yang dilaporkan hilang dari rumahnya di Seberang Takir, di sini sejak seminggu lalu ditemukan dalam semak berhampiran padang golf Tok Jembal, di sini pagi Rabu.

Meriam Embong, 84, ditemui salah seorang pekerja yang ditugaskan membersihkan kawasan padang golf tersebut sebelum memaklumkan kepada Angkatan Pertahanan Awam Malaysia (APM) kira-kira jam 9.40 pagi.

Pegawai APM Kuala Nerus, Kapten (PA) Zahidi Zainudin berkata, seramai empat anggota bergegas ke lokasi dan tiba 10 minit kemudian, iaitu kira-kira jam 9.50 pagi.

“Sebaik tiba, kami dapati terdapat seorang wanita warga emas yang sedang terbaring di dalam semak dan dilihat sangat keletihan.

“Hasil pemeriksaan tidak menemui sebarang kecederaan tetapi dia kelesuan mungkin kerana tidak makan atau minum.

“Kami turut dimaklumkan salah seorang ahli keluarga mangsa di lokasi yang warga emas itu ada gejala nyanyuk kerana semasa ditanya namanya, sekejap ingat dan sekejap lupa,” katanya ketika dihubungi Sinar Harian, di sini pada Rabu.

Jelas Zahidi, warga emas itu dihantar ke Hospital Sultanah Nurzahirah (HSNZ) Kuala Terengganu untuk pemeriksaan dan rawatan susulan.

MALIAU BASIN – Pengamal media digesa membantu menyebarkan maklumat dalam menerangkan fungsi dan peranan Angkatan Pertahanan Awam Malaysia (APM) kepada masyarakat.

Timbalan Ketua Setiausaha Kanan, Jabatan Perdana Menteri, Datuk Seri Mohd Sallehhuddin Hassan berkata, usaha itu penting kerana banyak pihak masih tidak mengetahui peranan APM sehingga ada yang keliru dengan kehadiran anggota dan pegawai agensi itu di sesebuah lokasi.

“Orang ramai hanya kaitkan APM dengan operasi-operasi seperti menangkap ular, memusnahkan sarang tebuan, dan operasi menyelamatkan ketika musim banjir.

“Namun, hakikatnya peranan dan fungsi yang dimainkan oleh APM sangat besar demi kesejahteraan dan keselamatan masyarakat di negara ini,” katanya kepada pemberita pada Program APM bersama pengamal media Sabah di sini malam Ahad.

Mohd Sallehhudin berkata, APM juga berperanan melatih seramai mungkin rakyat dalam aspek keselamatan dan pertahanan awam, selain melakukan kerja bantuan bencana atau memberi perlindungan bagi menjamin keselamatan nyawa, harta benda sekiranya berlaku bencana.

Katanya, APM juga merupakan petugas barisan hadapan yang turut memainkan peranan besar dalam membendung penularan Covid-19 di negara ini.

“Sejak awal penularan Covid-19, APM telah dikerahkan dan antara tugas mereka adalah menyelia individu yang dikuarantin selama dua minggu di pusat-pusat kuarantin seluruh negara,” katanya. – Bernama

Kerajaan cadang bina kompleks APM [24 Mac 2021] METRO TV

Bangi: Kerajaan meneliti cadangan pembinaan kompleks Angkatan Pertahanan Awam Malaysia (APM) yang bakal menjadi pusat pemindahan sementara untuk penduduk terkesan akibat bencana.

Perdana Menteri Tan Sri Muhyiddin Yassin berkata, cadangan itu dalam Rolling Plan 2 menerusi Rancangan Malaysia ke-12.

Beliau berkata, ia membabitkan pembinaan kompleks pejabat dan pusat latihan di Perak, Sabah serta Sarawak.

“Kerajaan berharap APM dapat terus memainkan peranan untuk meningkatkan kesiapsiagaan masyarakat setempat dalam menghadapi sebarang bentuk bencana dan kecemasan di peringkat negeri, daerah sehingga ke akar umbi. 

“Langkah ini dapat memastikan mereka bersedia bertindak sebagai first responder apabila berdepan dengan situasi kecemasan seperti bencana atau kebakaran,” katanya. 

Beliau berkata demikian pada Majlis Sambutan Hari Ulang Tahun Pertahanan Awam ke-69 dan Perasmian Ibu Pejabat APM, di sini, hari ini.

Sambutan hari ulang tahun itu bertemakan ‘Perlindungan Awam Mapan Menyelamatkan Ekonomi Negara’.

Hadir sama, Menteri di Jabatan Perdana Menteri (Tugas-tugas Khas) Datuk Seri Mohd Redzuan Md Yusof dan Ketua Pesuruhjaya APM Datuk Roslan Wahab.

Muhyiddin berkata, kerajaan komited untuk memartabat peranan dan fungsi APM serta memastikan kebajikan warganya sentiasa terbela menerusi Jabatan Perdana Menteri.

Beliau berkata, pelbagai langkah proaktif akan terus diambil bagi meningkatkan keberkesanan perkhidmatan APM. 

“Antara usahanya adalah dengan memperluas operasi kecemasan dan bencana yang meliputi operasi khas bersepadu merentasi agensi. 

“Langkah ini juga bertujuan memerangi pandemik Covid-19 khususnya stesen-stesen atau pusat kuarantin, kawalan sempadan serta menerusi program pemerkasaan komuniti,” katanya.

Pada majlis sama, Muhyiddin turut melancarkan sistem TRAC APM, satu inisiatif pendigitalan yang dilaksana agensi itu selaras usaha kerajaan mentransformasikan pendigitalan negara.

Katanya, kerajaan juga melakukan penambahbaikan atau penstrukturan semula jawatan tetap di pejabat-pejabat negeri dan daerah melalui Sekretariat Pengurusan Bencana

“Saya difahamkan kini hanya terdapat 578 pegawai yang memegang jawatan tetap bagi pengurusan bencana di lapangan,” katanya.

Muhyiddin berkata, sepanjang pandemik Covid-19, APM sudah mencurahkan khidmat bakti dan menggalas tanggungjawab yang besar sebagai barisan hadapan dalam membantu usaha kerajaan untuk mengekang penularan wabak ini. 

“Saya maklum ramai dalam kalangan warga APM yang sudah dan akan digerakkan khususnya ke kawasan luar bandar dalam Program Imunisasi Covid-19 Kebangsaan (PICK) yang kini sedang giat dijalankan. Inilah termasuklah membantu masyarakat setempat untuk melakukan pendaftaran vaksin,” katanya.

TracAPM, perkongsian pintar saringan keselamatan diintegrasi dalam sistem digital KLN, Imigresen dan NADMA

Sistem Digital TracAPM, iaitu perkongsian pintar antara Angkatan Pertahanan Malaysia, APM dan Nexgram Holdings, NEXGRAM, dilancarkan semalam. Pelancaran sistem tersebut selari dengan inisiatif MyDigital kerajaan, dilancarkan oleh Perdana Menteri.

Sempena Sambutan Hari Ulang Tahun APM ke-69, Tan Sri Muhyiddin turut merasmikan bangunan baharu Ibu Pejabat APM.

Sistem Digital TracAPM telah diuji di Lapangan Terbang Antarabangsa Kuala Lumpur, KLIA dan digunapakai untuk proses saringan digital pelancongan.

Ia juga akan diguna untuk verifikasi pasport vaksin yang akan dikeluarkan oleh kerajaan Malaysia dan kerajaan negara lain.

Pegawai TracAPM akan berkhidmat di semua lokasi ketibaan masuk dan berhubung secara terus dengan Tracvirus yang mampu membaca dan verifikasi sijil kesihatan digital kemudahan melancong secara selamat, tepat dan mudah.

APM akan melaksanakan dan mengintegrasikan sistem digital TracAPM dengan Kementerian Luar Negara, Jabatan Imigresen, dan Agensi Pengurusan Bencana Nasional, NADMA.
